Diplomatic corps had its head cut off by the DoHS budget, and even more so before that thanks to billionaire tax cuts.

GWB fumbled terrorism as an issue, ignoring Clinton policy, and chasing Rumsfeld's missile shield wet dream or John Ashcroft's stalking Tommy Chong.
